General Tips on Dealing with Government Agencies & Service Providers in Pattaya
Always go in person whenever possible, or sign a limited power of attorney for a trusted Thai to represent you.
Call ahead of time to get as much information as you can (office hours, required documents, fees, etc.).
Be polite and stay calm. It will do no good to lose your temper, no matter how frustrated you get.
Don’t be in a hurry. Go when you have plenty of time it doesn’t matter how it’s done in your country, except the
Dress nicely with clean and pressed clothes: no shorts or sleeveless shirts.
For complicated situations bring a Thai person with you who speaks English & is presentable in a business situation.
Most of the time you are required to show your originl valid Passport with more than 6 months validity remaining & provide clear photocopies of your passport picture page & valid visa page with more than 30 days remaining
Proof that your residence is on file with local immigration may be required so they know how to get a hold of you if you do not pay the bill, You must go to the Pattaya immigration Police office on Soi 5 in Jomtien and get a “Tor Mor Certificate” not older than 30 days.
If you are renting a condo or house, you will usually pay the electric and water bills to the owner of the unit with added fees. However, if you are buying a condo or a house, you will most likely have to deal directly with the water, electric, cable and telephone companies. For a new building, you will have to make arrangements to have the meters installed and new telephone and cable wiring if not already provided.

Remember that tap water here is only for washing & bathing, and NOT or drinking !

New meter deposit depends on the size: 5 amp - 3,000 baht, 15 amp — 10,000 baht, 30 amp — 20,000 baht.
The rate is 3 Baht / kwh. Most condos add 2 Baht /Kws
